                Content

                The lectures will be concerned to the Russian public administrative development since 1997: the failure of administrative transformations (1997-1999) and the reasons for Putin’s administrative reform (2003-2004). Is there a tension between democracy and administrative development? The themes are the ideology of administrative reform; structural reconstruction of the government; new trends in civil service; administrative ethics and Russian traditions of administrative cultures; the “vertical line of power” and politico-administrative relations of the centre and the federative subjects; e-government and administrative transformations. The topics will cover the relations of “president-parliament-government”, inter-governmental relations, and government-business relations. The problems of Russian administrative reform will be considered in comparative perspective.

                    Objectives

                    This course is designed for students who already have a basic knowledge of European integration. Using a mixed lecture-seminar format, it aims to give students a systematic and critical introduction to social science approaches to European integration; to capture the complexity of the evolving European polity; to discuss theories in relation to their intellectual and political contexts; and to sharpen the students’ analytical skills (theoretical literacy).

                    Course work and forms of study

                    The students are to participate actively in the lectures and write a 20 page essay based on lectures.

                    Grading

                    The essays will be graded on a scale from 0 to 5.

                    Course results and retake

                    The results of the course will be posted on the notice board of the Department. If the course work is not accepted or if the student wishes to raise his/her grade, he/she should contact the teacher within one month after the publication of the results and discuss arrangements for rewriting course work.

                    Course evaluation anddevelopment

                    On the last lecture, students will have an opportunity to give feedback on the course to the lecturer(s) and to fill in an anonymous evaluation form. During the course feedback can be given anonymously.

                        Objectives

                        This course is designed for students who already have a basic knowledge of European integration. Using a mixed lecture-seminar format, it aims to give students a systematic and critical introduction to social science approaches to European integration; to capture the complexity of the evolving European polity; to discuss theories in relation to their intellectual and political contexts; and to sharpen the students’ analytical skills (theoretical literacy).

                        Course work and forms of study

                        The students are to participate actively in the lectures and write a 20 page essay based on lectures.

                        Grading

                        The essays will be graded on a scale from 0 to 5.

                        Course results and retake

                        The results of the course will be posted on the notice board of the Department. If the course work is not accepted or if the student wishes to raise his/her grade, he/she should contact the teacher within one month after the publication of the results and discuss arrangements for rewriting course work.

                        Course evaluation anddevelopment

                        On the last lecture, students will have an opportunity to give feedback on the course to the lecturer(s) and to fill in an anonymous evaluation form. During the course feedback can be given anonymously.
