By the mid 1990s, most western states, responding to the challenge of women's movements, had developed 'state feminism': institutions and policy measures to achieve gender equality. These developments have since been challenged by major political changes over the last decade, such as the increasing importance of the European Union and the United Nations, regionalization and decentralization, reforms of the welfare state and government and the introduction of gender mainstreaming. Women's policy institutions were also confronted with increasing diversity amongst women and amongst women's movements. This book analyses how these institutions in twelve western democracies have responded to the changes: Austria, Australia, Belgium, Finland, France, Germany, Great Britain, Italy the Netherlands, Spain, Sweden and the United States. Were they able to maintain or enhance their roles or were they downsized? What was their relationship with women's movements groups? And why did some fare well and others lose out over the last decade?

ABSTRACT

Where is feminist state theory today? This book offers novel insights into social science debates by analyzing feminist theories of the state. It argues that we need feminist tools for analyzing states and focuses on two debates, domestic violence and childcare, as areas where feminists discursively construct the state. These themes are developed within a comparative perspective. Focusing on devolution in Scotland and the European Union, the book further explores how feminist state theories conceive multi-level governance.

Feministisen kritiikin kysymykset ovat vakiinnuttamassa paikkaansa myös politiikan tutkimuksessa. Toinen maailmanpolitiikka on ensimmäinen suomenkielinen kansainvälisten suhteiden tutkimuksen feministisiä teorioita käsittelevä oppikirja. Johanna Kantolan ja Johanna Valeniuksen toimittama artikkelikokoelma lähestyy aihettaan esittelemällä keskeisiä, klassisia tai hieman tuoreempia maailmanpolitiikan käsitteitä feminististen teorioiden valossa. Niiden mukaan talouden, nationalismin ja valtion kaltaiset käsitteet eivät ole sukupuolineutraaleja. Perinteisissä yhteiskuntatieteiden valtavirtateorioissa niiden maskuliinisuus on vain normalisoitu ja piilossa.

Toisen maailmanpolitiikan kirjoittajat edustavat eri yliopistoja ja tieteenaloja. Artikkeleissa puretaan kansainvälisen politiikan sukupuolihierarkioita ja tutkimuksen maskuliinisia lähtökohtia ja pyritään tuomaan esille taustaoletuksia, jotka kaventavat tutkimusta. Yksittäisissä artikkeleissa esitellään sekä erilaisia feministisiä lähestymistapoja että tieteenalan sisällä käytävää keskustelua. Lisäksi kirjoittajat kommentoivat ja pohtivat teorioiden käyttöä, tarpeellisuutta ja merkitystä niin kansainvälisessä kuin suomalaisessakin kontekstissa. Käytännön kuvakulmaa aiheisiin tuovat ajankohtaiset esimerkit muun muassa ihmiskaupasta, etnisistä konflikteista ja uskonnollisesta fundamentalismista.
